After the story broke, the PMO said Harper was being briefed, but, by then it was too late and contradicted the original story so it ran as a "denial" story. I guess the point is these meetings are so heavily scripted and every leader has so many staff around him just to make sure everything runs smoothly, so it was a screwup for Harper's staff not to get him to this photo shoot. For someone like Harper that particularly likes things to run smoothly, according to his own script, it was a double screwup. The fact that someone apparently saw him enter the washroom made it into a humorous story that the British press had some fun with.
